Welcome to the EU-RL for Dioxins and PCBs in Feed and Food
The European Union Reference Laboratory (EU-RL) for Dioxins and PCBs in Feed and Food is appointed according to Regulation (EC) 882/2004 of the European Parliament and of the Council on official controls performed to ensure the verification of compliance with feed and food law, animal health and welfare rules (29 April 2004). EU-RL for Dioxins and PCBs is hosted by the State Institute for Chemical and Veterinary Analysis (Chemisches und Veterinäruntersuchungsamt, CVUA) Freiburg, which is one of the offical food control and animal health laboratories in Baden-Wuerttemberg, Germany. It is accredited according to DIN EN ISO/IEC 17025 standards since November 1998 and according to DIN EN ISO/IEC 17043 since 2013. World Health Organisation (WHO) has appointed CVUA Freiburg WHO-Reference Laboratory for “Stockholm Convention POPs“ in human milk samples.
EU-RL for Dioxins and PCBs in Feed and Food at State Institute for Chemical and Veterinary Analysis (CVUA) Freiburg
The State Institute for Chemical and Veterinary Analysis (CVUA), Freiburg, has many years of experience in analytical residue analyses of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) and polychlorinated biphenyls (PCBs) in feed, food and human milk. The European Union Reference Laboratory for Dioxins and PCBs in Feed and Food is located at the CVUA Freiburg, Germany. The services of the EU-RL are available to National Reference Laboratories (NRLs) within the EU-Member States and NRLs of third countries.
Arriving by air
From Euroairport Basel/Mulhouse use transfer bus to Freiburg main railway station, from Airport Frankfurt there is a fast InterCityExpress service to Freiburg; from Freiburg main railway station take tram line 3 (direction Haid) to Bissierstrasse, walk into Bissierstrasse, CVUA Freiburg is the 2nd building on the left.

Arriving by car
From Frankfurt – Basel autobahn A 5, take exit „Freiburg Mitte“ towards Freiburg, take 3rd exit towards „Uni-Kliniken“, follow Berliner Allee approx 1 km, at 2nd traffic lights turn right into Bissierstrasse, CVUA Freiburg is the 2nd building on the left.
The concept of the European Union Reference Laboratories (EU-RLs) and National Reference Laboratories
(NRLs) is layed down in the Regulation (EC) No. 882/2004 of the European Parliament and of the Council.
The overall objective of the CRLs and NRLs is to imporve the quality, accuracy and comparability of the
results at the official control laboratories.
According to Article 32 of Regulation (EC) No. 882/2004 the EU-RLs are responsible for:
- Providing NRLs with details of the analytical methods, including reference methods
- Organisation of proficiency tests for NRLs
- Developement and validation of new analytical methods
- Coordinating practical arrangements needed to apply new analytical methods and to inform NRLs of advances in this field
- Organisation of workshops and training of NRLs
- Performing analyses in case of disagreement between Member States
- Providing scientific and technical assistance to the EU Commission
- Providing the EU Commission with a work programme and an annual activity report
- Assisting NRLs of third countries
